The table is a simplification. It is meant to show why a one-size-fits-all service approach fails. A contractor who knows the Valley heat and the harbor corrosion exposure will propose different coil coatings, different maintenance frequencies and different spare-parts strategies.
Programs that shape the loads
Trade-Tech is long associated with trades training, including culinary and building-systems programs. Pierce is known for its agricultural and veterinary-related offerings. Other campuses carry theaters, athletics, science, health and public service programs. Verify current programs with the district; the general lesson is that this is not an office portfolio.
- Culinary and food-service teaching kitchens: walk-in coolers, reach-ins, ice, hood make-up air and grease-laden air, with the HVAC balance critical to hood performance.
- Veterinary and animal care areas, where they exist: ventilation rates, odor control, temperature stability and sanitation.
- Trades shops: exhaust, make-up air and heat from equipment.
- Theater and media: noise limits and rapid load swings.
- Child development centers and health programs: hot-water temperature management and tight access control.

Working inside a multi-campus program
LACCD has for years delivered capital improvements through voter-approved facilities bond programs, supported by a program management structure and a stream of design and construction contracts. For a bidder, that means two things. First, projects are packaged by campus or by scope and posted with their own documents. Second, the paperwork expectations are consistent: standard forms, standard insurance, standard labor compliance.
The program can also include smaller-scale work through arrangements such as job order contracting or on-call services where authorized. These rules change, so confirm the current structure and any prequalification requirement with the district. California public works law generally requires competitive bidding above statutory thresholds, and some agencies use informal bidding procedures such as those under the Uniform Public Construction Cost Accounting Act for smaller projects; do not assume which applies.
In a district with this many campuses and projects, a missed addendum or an expired certificate is not forgiven. Build a document checklist and use it on every bid.
State oversight, labor compliance and reporting
Community college construction in California is generally subject to review by the Division of the State Architect for structural, fire and life safety and accessibility aspects, depending on scope. Mechanical replacements that touch roof framing, rated assemblies or egress usually draw the attention. Ask which parts of your scope require review and inspection by the project's inspector of record.
Public works also require DIR contractor registration, prevailing wage and certified payroll. Large districts often run or contract labor compliance programs, so expect payroll audits. Davinci Mechanical is union, UA Local 250, with certified payroll as day-to-day practice, and is PLA ready where a project calls for one. We register and prequalify as each bid requires.
Work windows across a big district
The semester structure creates the same summer and intersession windows seen elsewhere, but scale changes the problem. If a district wants cooling replacements at several campuses in the same summer, the constraints become labor, crane availability and equipment supply. Contractors who plan crew sequencing across sites win the schedule conversation.
- Travel time between campuses can swallow a crew day: Harbor to Valley is a long haul across the county.
- Valley and Mission campuses face the hottest conditions, so replacement before June is valuable.
- Downtown and Hollywood-area campuses involve tighter street access and limited staging.
- Plan filter stock and temporary measures for smoke events, which can strike on short notice.

Refrigeration, central plants and controls
With nine campuses, expect the full range: central chilled-water and hot-water plants at some campuses, package units at others, and splits everywhere that grew organically. Controls consistency is a perennial challenge in a district this size. Different eras brought different platforms, and the first step is knowing what you are looking at. A district this size also rewards contractors who write down their assumptions. If a proposal says which campus services are included, how emergency calls are handled during the semester, and what documentation arrives at closeout, a facilities director can compare it against alternatives without guessing. Vague proposals are expensive for the owner even when the number looks low, because the gaps surface as change orders and finger-pointing.
